I have a Grant that covers 3 years and was hoping to use the same budget ID for each year of Grant?

Each year of the grant is a different amount.  Grant covers 7/1/2011 through 6/30/2014.  So 3 years.  Each year has a different budget amount.  It doesn't appear I can use the same Budget ID for each year of the grant.  I was using the date range option.  Do I have to use a new budget ID for each year of the grant?  I used the Grant ID for the Budget ID for the first year of the grant.  Any insight would be great.
