Purchase Order Charges Per Unit Not Allowed

I am trying to apply Charges to a purchase order and I have selected the "Charge Code" and selected the catagory "Pcs." and when I do I get the following Message: "Charges per unit are not allowed".  Does anyone know why this occurs?
